Meaning of each word sound and the resulting action:

Param Aham Sah

I am That, which is complete, all knowing, existing within, with awareness of all that I am, without movement, and the absolute One.

Pranavah chu Param Tapasi Prabhasu

“Pranavah” - First movement; “chu” – and; “Param Tapasi Prabhasu” – immense heat, light.

First movement within That, resulting in the first cause; immensely heats It, resulting in immense light.

Shivoham chu Deyee bhava

“Shivoham” – Fabric of That; “chu” – and; “Deyee” – Cause and Effect accord; “bhava” – comes about.

Fabric of That, Shivoham, the invisible, the consciousness consisting of the element mind and its five sub-elements of perception, the element intellect and its five sub-elements of action, and the five life force elements, all making knowledge known, pervades everywhere, and the perpetuity of cause and effect accord superimposition upon the fabric Shivoham comes about.

Satvena chu Rajasa chu Tamasa chu Omkaro bhava

“Satvena” – Calmness; “chu” – and; “Rajasa” – Aggressiveness; “chu” – and; “Tamasa” – Inertness; “chu” – and; “Omkaro” – OM; “bhava” – become existant, comes about.

Calmness, Aggressiveness, and Inertness, the three causal elements, residents of the mind, perpetuating cause and effect accord, and the start of the manifestation of the sound OM, and therefore the start of the time, comes about.

“Aakasho” – ether; “bhava” – comes about; “Vayur” – air; “bhava” – comes about; “Agnir” – fire; “bhava” – comes about; “Aapo” – water; “bhava” – comes about; “chu” – and; “Bhumir” – earth; “bhava” – comes about.

The five elements, ether, air, fire, water, and earth, in their subtle form, come about.

Samsaaro bhava

“Samsaaro” – Creation, Universe; “bhava” – comes about, manifests.

Creation comes about:  The five subtle elements, split up, intermingle and form the gross five elements forming the physical body of shape and form.  The causal elements, as residue in mind, perpetuate cause and effect and superimpose upon the seventeen Shivoham elements, and the form experiences the experience.

Creation is sustained on its own for awhile until all residues are exhausted, and then un-manifestation takes hold and the cycle comes to an end, and the time ceases to be.  That, meditates on It-Self until, on its own, another movement within comes about, and then creation comes about again for to end again, and the cycle goes on forever!
